History

Starting from a very urgent necessity of Muslim communities from Indonesia at the end of the 90s, to be able to have a centre as a centre of spiritual and community activities, Indonesian Muslim community which is a very diverse backgrounds, cultures, ethnic, educational, how to worship etc. along with the Consulate General in Melbourne, agreed to form IMCV as an agency / organization uniting people.

In the beginning of 1998, Indonesian Islamic groups, from across Victoria, began raising funds for IMCV. Consulate General in Melbourne, Indonesian students and permanent residents had very big role in these fund-raising activities by using its network in Indonesia.
Alhamdullillah, towards the end of 1998, IMCV can buy a property at 130 Rosebank Ave, Clayton South, which at that time was an old house with 3 bedrooms. That fund-raising activities conducted by the Consulate General in Melbourne and all components of society IMCV continued.

In 1999, Alhamdulillah, we (IMCV) have sufficient funds to do renovations in the IMCV Westall Mosque. The funds were just sufficient to purchase the material. The workers are the public component of the IMCV throughout Melbourne and its surroundings.

In mid-2000, the basic building of the IMCV Westall Mosque is completed and can be used, although there are still a lot that needs to be done.

Gradually, IMCV Westall Mosque facilities in infrastructure improved because along with the passage of time, fundraising continues.
Alhamdulillah, now we can all use the Westall Mosque which already filled with all spiritual and social programs.

Our Policies

  • Weekends and Friday night are restricted only to activities organized by Westall Mosque

    Weekdays are opened for booking provided that the booking is not clashed with any activities organized by Westall Mosque

    Booking Period: Term 1 (January to March), Term 2 (April to June), Term 3 (July to September) and Term 4 (October to December)

    Booking will be opened one month before the start of the term and must be submitted at least

    one week before the new term started

    At the beginning of the term, the booking requests will be reviewed in order to balance all

    activities submitted by IMCV stakeholders

    Any booking submitted during the term can only be allocated to the day that is still available

    If there are two or more stakeholders booking for the same day of the week, the bookings will

    distributed equally across the term. Westall Mosque has the right to make a decision in order to

    allocate the booking

    Westall mosque can only accommodate one booking in a day

    Booking of the facilities can be submitted via email, online booking, or directly in person to

    Takmir Masjid. Booking will be considered valid upon receiving the written confirmation from

    Takmir Masjid via email

    IMCV stakeholder who is willing to utilize Westall Mosque facilities for the first time must fill up

    a form and it must be completed, signed, and returned to Takmir Masjid via email (westall [at] imcv.org.au)

    Compliance and Breaches

    Westall mosque may commence applicable disciplinary procedures if the IMCV stakeholder to whom

    this policy applies breaches the policies and procedures. Disciplinary procedures can be a cancellation for future events conducted by the same organiser.

  • Implementation

    1. Any activities including activities that involve public speaking must observe to the following conditions:

    a. Agenda for each program/activity must be informed in writing detailing all activities that will be performed to Takmir Masjid.

    b. It must be understood that Westall Mosque follows and practices the teaching and the methodology according to the Prophet Muhammad SAW and his companions (Ahlussunnah Waljamaah).

    c. Detailed of topic including public speaker must be disclosed in writing.

    d. Takmir masjid has the right to decline any activity that is potentially creating conflict. Takmir masjid will seek advice from religious Affair team in considering this matter

    e. Any activities/programs must not be performed 15 minutes before and after the compulsory prayers and cannot be performed between Maghrib and Isa prayers due to short period of time

    f. Activities/programs must not be in contrary with the laws of the state of Victoria, and the Federal Government of Australia

    2. Activities/programs organized by Westall Mosque:

    a. Definition:

    Activities/program organized directly by Westall Mosque, IMCV or in conjunction with any IMCV stakeholders. The programs will be made available to all Indonesian Muslim community in general and the programs are limited to guest lecture/public lecture, Tilawah Quran, and other general activities approved by Takmir Masjid based on advice from Religious Affair team.

    b. Agenda from each activity/program will be organized directly by Westall Mosque.

    c. Restrictions:

    i. Stakeholder can request for a particular program to be included as part of the Westall Mosque event provided that it is in accordance to the term and conditions of the activities as outlined in clausal 1 (Activities/Programs Policy).

    ii. Regular activities that are not widely accepted by IMCV stakeholders will be treated as specific based activities and can only be performed during weekdays through the booking procedures outlined in the Booking of facilities Policy.

    iii. Decision will be made in writing upon receiving the formal request. Takmir Masjid has the right to make the approval for any requests submitted. Takmir masjid will seek advice from religious Affair team in considering this matter.

    iv. Any activities requested that will be included as part of the Westall Mosque event will be treated as an Ad Hoc event/program and will not be performed in regular basis.

    3. Priority

    a. Priority will be given to programs organized by Westall Mosque in general.

    b. Westall Mosque has the right to cancel the existing bookings due to unscheduled events organized by Westall Mosque. Notification will be given for a minimum of one week before the scheduled bookings.

  • Scope

    1. This policy applies to all people using the Westall Mosque facilities

    2. This policy applies to the following types of facilities and spaces:

    a. Main Prayer Room

    b. Library Room

    c. Kitchen

    d. Toilet

    e. Outdoor Areas of the Mosque

    1. Access

    Access to facilities only available from Fajr Prayer until Isya Prayer unless prior arrangement has been made in advance

    2. Health and safety

    a. Smoking is not permitted in the internal area of the mosque

    b. Only halal foods and drinks are permitted to be served in the mosque

    c. Using microwave is permitted only in the kitchen area

    d. Portable stove is not allowed to be used in the kitchen or indoor areas

    e. Leftover food must not be left out side as well as in the fridge. They must be removed and taken home

    f. Westall mosque is not responsible for any food poisoning that occurs during or after the event

    g. The volume of noise must be at a considerable level to not disturb activities in the neighbourhood

    3. Copyright works

    a. Event organiser is responsible to obtain a permission or license for any copyright works including audio, videos, or other forms that are to be used in the events

    b. Westall Mosque has the right to record the events and will own the copyright works.

    4. Cleaning and tidying

    a. Rooms and spaces are maintained in the best possible condition

    b. Users are not permitted to alter any fix and fittings of the building

    c. Furniture or equipment shall not be removed from rooms without prior permission from Westall Mosque. If furniture or equipment is rearranged, the original layout must be reinstated after use

    d. Books or Qur’an must be returned to the shelves provided after each use

    e. All advertising material posted on the Mosque must be removed at the end of the event

    f. All rooms (including back and front yard) must be cleaned and tidied up after use and all rubbish placed in bins

    g. Kitchen utensils must be washed, dried, and returned to the shelves/cupboard

    h. Check list will be provided to ensure that all areas are cleaned and attended in a proper manner

    i. Lights and equipment must be turned off when leaving the mosque

    j. Westall mosque has the right to demand for compensation from the event organiser if the mosque areas are not cleaned and returned to its original state.

    5. Parking

    a. Attendees are not allowed to park their vehicles at the shopping centre area.

    b. The organiser is also responsible to manage the parking area during the event

  • Implementation

    Users and visitors are asked to dress modestly

    Avoid see-through, revealing, sleeveless or low-cut clothing

    Shorts are not allowed. Skirts and dresses should reach below the knees

    Event organizers are responsible for ensuring their guests/invitees are aware of and comply with

    this Dress Code

    Shoes should be taken off at the point of entry

    Women should wear a headscarf or similar (may be obtained from the Mosque)
